However, an acompanying document that explicitly mentions UN S C Resol 242 and Arafat\'s statements in Geneva a month later were accepted by the US as sufficient to remove the ambiguities in the decl. Based on this,the decl can be interpreted to have RECOGNIZED ISRAEL IN ITS PRE-1967 BOUNDRIES.
