The thousands of rockets fired at Israeli civilians, were fired by Hamas terrorists from schools and houses. They deliberately used the Gazan civilians as human shields. Israel fired back selectively at Hamas terrorists. In some cases Gazan civilians mere killed. It is unfortunate, however it is an unavoidable part of this type of war (as is the case in Afghanistan). In no point did the IDF target Gazan civilian population.
